University of Liverpool ก่อตั้งขึ้นในปี 1881 โดยใช้ชื่อว่า University College Liverpool เริ่มรับสมัครนักศึกษาเข้าเรียนในปี 1882 จากนั้นในปี 1899 ได้เริ่มก่อตั้งสำนักพิมพ์ของมหาวิทยาลัย Liverpool University Press ซึ่งถือเป็นสำนักพิมพ์ที่เก่าแก่เป็นอันดับ 3 ของประเทศอังกฤษรองลงมาจาก Oxford University Press และ Cambridge Press อย่างไรก็ตามนักศึกษาที่จบการศึกษาในช่วงนั้นจะได้รับวุฒิปริญญาจากของ University of London เท่านั้น จนกระทั่งในปี 1903 ได้รับการสถาปนาเป็นมหาวิทยาลัยและสามารถออกวุฒิปริญญาเป็น University of Liverpool ได้ในที่สุด และเข้าร่วมเป็นหนึ่งในสมาชิกของ Russell Group ในปี 1994 ซึ่งเป็นการร่วมมือกันระหว่างมหาวิทยาลัยชั้นนำของประเทศอังกฤษถือเป็นการการันตีคุณภาพการเรียนการสอนและด้านการวิจัยของมหาวิทยาลัยได้อย่างดีเยี่ยม

มหาวิทยาลัยลิเวอร์พูลมีหลักสูตรให้เลือกหลากหลายทั้ง สาขาวิชา วิทยาศาสตร์ ศิลปศาสตร์ และสำนักวิชาการแพทยศาสตร์ ซึ่งในปัจจุบันเป็นหนึ่งในสำนักวิชาการแพทย์ที่ใหญ่ที่สุดของประเทศอังกฤษ และยังเป็นมหาวิทยาลัยแห่งแรกของโลกที่เปิดสอนสาขาวิชา สมุทรศาสตร์ (Oceanography) การออกแบบเมือง (Civic Design) สถาปัตยกรรมศาสตร์ (Architecture) และชีวเคมี (Biochemistry) อีกทั้งเป็นมหาวิทยาลัยแรกในอังกฤษที่ได้ร่วมมือกับมหาวิทยาลัยซีอาน เจียวตง (Xi’an Jiaotong) แห่งประเทศจีน ก่อตั้งมหาวิทยาลัยใหม่ที่ประเทศจีนโดยใช้ชื่อว่า มหาวิทยาลัย ซีอาน เจียวตง – ลิเวอร์พูล (XJTLU) ยิ่งไปกว่านั้นมีศิษย์เก่าและบุคลากรจากมหาวิทยาลัยลิเวอร์พูล ได้รับรางวัลโนเบลในสาขาต่างๆถึง 10 คน ไม่ว่าจะเป็น ด้านวิทยศาสตร์, การแพทย์, เศรษฐศาสตร์และสันติภาพ

ปัจจุบัน University of Liverpool มีวิทยาลัยเขตหลักอยู่ 2 เขตด้วยกัน คือที่เมือง Liverpool และที่ London และมี วิทยาเขตในต่างประเทศที่จีน และสิงคโปร์ Liverpool เป็นเมืองมีสถาปัตยกรรมที่มีความสวยงามเป็นอย่างมาก และมีอยู่ใกล้กับเมือง Manchester นับว่าเป็นเมืองรอบนอกลอนดอนที่มีการเจริญเติบโตเร็วที่สุด มีทีมฟุตบอลดังประจำเมืองคือทีม Liverpool อีกทั้งวงดนตรี The Beatles วงชื่อดังก้องโลกก็มีที่มาจากเมืองนี้
